AQSIQ Issued New Regulation on Supervision of Importation of Used Machines
To implement the State Council¡¯s requirement - ¡°to curb the power of bureaucrats and to reduce the number of items subject to administrative examination and approval¡±, AQSIS reported to cancel the Administrative Approval of Imported Used mechanical and electrical products in the new around administrative approval adjustment of 2014. On Oct. 23, 2014, the State council issued the Decision to Cancel and Adjust Some Administrative Approval Projects (Guofa 2014 #50). Therein£¬ the article 30th canceled Registration for used mechanical and electrical products. AQSIQ carried out and implemented the requirement of Guofa 2014 #50, and issued the 2014 #145 Announcement which adjusted the inspection supervision job on imported used mechanical and electrical products and canceled the registration management on imported used mechanical and electrical products
In the 1990s, with the rapid expansion of our country¡¯s foreign trade, foreign-funded increased mushroomed. As a result, the import quantity of used mechanical and electrical products became bigger and bigger. And imported used mechanical and electrical products always did not conform to our country¡¯s current product safety, sanity and other relevant compulsory technical regulations. Meanwhile, during import of used mechanical and electrical products, some unscrupulous traders brought used mechanical and electrical products that were high-polluted to environment, and of high-risk to human safety and health into China. The illegally imported used mechanical and electrical products not only polluted environment, endangered life and health of human, animals and plants, but also disturbed the normal market orders, which aroused high attention of our nation. AQSIA collaborated with Ministry of Commerce and General Administration of Customs, and adopted differentiated management measures ¡°ban on import, limited import, and allowed import ¡° on used mechanical and electrical products in different categories
From 2002, AQSIQ gradually set up a set of closed-loop inspection and supervision system based on four steps, including registration, pre-shipment inspection, inspection after shipment arrival, supervision, and subsequent. The years of practice showed that this inspection system ensured the quality and safety of imported used mechanical and electrical products, while promoting the adjustment, upgrading and optimization of industry structure. The quality awareness of consignees and users of imported used mechanical and electrical products also kept improving.
From 2009 and 2013, the amount of imported used mechanical and electrical products that were registered reached 36.797 billion US dollars. At the same period, the amount of imported used mechanical and electrical products that adopted pre-shipment inspection was 14.857 billion US dollars. And the amount of imported used mechanical and electrical products that failed to passed the first pre-shipment was 12.038 billion US dollars(accounting for 81.03% ), which meant the inspection system did a good job to keep the quality and safety risks out of China gate.
Registration for imported used mechanical and electrical products is a management measure taken before import. This is a kind of prior approval. The cancellation of registration administrative approval does not mean loosening quality and safety management on imported used mechanical and electrical products. The management and supervision is shifted to and further strengthened during and after import. To ensure the quality and safety of imported used mechanical and electronic products, and to promote the adjustment, upgrading and optimization of industry structure, and to strengthen the inspection supervision over imported used mechanical and electrical products, AQSIQ launched the amendment of the Article 22nd term 2nd and Article 51ft Term 3rd of PRC Import & Export Commodity Inspection Implementation Regulations, and issued AQSIQ Announcement on Adjusting Inspection and Supervision of Imported Used Mechanical and Electrical Products. The announcement clearly informs that, the administrative approval of imported used mechanical and electrical products has been canceled, and the inspection and supervision of imported used mechanical and electrical products start from pre-shipment inspection. The whole procedures include pre-shipment inspection, port inspection, inspection and supervision at destination place.
