How Foreign Passengers Can Bring Pets to China?
2019 Announcement Number 5 of China's General Administration of Customs, the Announcement on Further Normalizing Entry Quarantine Supervisions of Passenger Carried Pet, was implemented officially on May 1, 2021, which brings more convenience to customs clearance of entry pets.
Basic Requirements for Entry of Passenger Carried Pets
1.Classification Managements are enforced on designated countries or regions and non-designated countries or regions.
2.Only dogs or cats are allowed to be brought into China
3.One passenger can only bring one pet in each entry
4.Pets shall have electronic chips.
Supervision Requirements for Pets that Need Quarantine
1.Pets that Need Quarantine shall enter China from a port that has quarantine facilities.
2.Pets that enter China by Passenger-Carry shall accept 30-day quarantine at customs appointed place.
Preparations to Bring Pets to China
Pets from designated countries or regions shall prepare official quarantine certificate, Vaccination certificate for rabies vaccine,and electronic chip.
19 designated countries or regions include New Zealand, Australia, Fiji, French Polynesia, Hawaii, Guam, Jamaica, Iceland, United Kingdom, Ireland, Liechtenstein, Cyprus, Sweden, Switzerland, Japan, Singapore, Hong Kong, and Macao.
Step 1, the pets shall accept animal sanitary clinical examination at the official organization in the exporting country or region 14 days before arrive in China.
Step 2, provide effective animal quarantine certificate and Vaccination certificate for rabies vaccine officially issued by the exporting country or region.
Step 3, declare to customs of entry port on field.
Step 4, if the certificates are qualified, will read electronic chip and do on-field clinical examination. If the certificated are unqualified, the pet will be ordered to return within the stipulated time .
Step 5, when the electronic chip data is qualified and the pet passed the on-field clinical examination, the pet will be released. Otherwise the pet will have to accept isolation quarantine at the designated port for 30 days. If the pet passes the quarantine, it will be released. Otherwise it will be ordered to return within the stipulated time.
Notes:
1.the animal quarantine certificate shall have pet info(including breed, scientific name,gender, etc.,), number, date, and planted place of the electronic chip, result and date of animal sanitary clinical examination.
2.The planted chip shall meet National standard ISO11784 and 11785( 15 digits). If the chip does not meet the mentions standards, the owner of the pet shall prepare reader that can read the planted chip.
Pets from non designated countries or regions shall prepare official quarantine certificate, Vaccination certificate for rabies vaccine,and electronic chip, test report for rabies antibody ( antibody titer or immune antibody volume shall be above 0.5IU/ml)

Step 3, provide effective animal quarantine certificate and Vaccination certificate for rabies vaccine officially issued by the exporting country or region.
Step 4, declare to customs of entry port on field.
Step 5, if the certificates are qualified, will check the test report of rabies antibody, read electronic chip and do on-field clinical examination. If the certificated are unqualified, the pet will be ordered to return within the stipulated time .
Step 5, when test report of rabies antibody and electronic chip data are qualified and the pet passed the on-field clinical examination, the pet will be released. Otherwise the pet will have to accept isolation quarantine at the designated port for 30 days. If the pet passes the quarantine, it will be released. Otherwise it will be ordered to return within the stipulated time.
10 Designated Ports for Animal Isolation Quarantine
Beijing Capital International Airport, Beijing West Railway Station, Alataw Pass Port,Urumqi Diwo Bao International airport, Wusongkou International Cruise Terminal, Shanghai Hongqiao International Airport, Shanghai Pudong International Airport, Shanghai International Passenger Transportation Center, Shanghai Railway Station, Guangzhou Baiyun International airport.
Pets that do not need isolation quarantine can enter China at any port.
Pets that need isolation quarantine shall enter China at above mentioned to ports that possess isolation quarantine conditions.
Pets that need isolation quarantine enter China at ports that do not possess isolation quarantine condition shall be returned to the exporting country within the stipulated time.
30 Days Isolation Quarantine
Circumstances that need Isolation Quarantine
1.Pets from designated countries or regions but not planted with electronic chips
2.Pets from non-designated countries but not with rabies antibody test reported issued by laboratories recognized by China customs or not planted with electronic chips.
3.Pets that are found have symptom(s) of infectious disease(s) or parasitic diseases during on-field clinical examination.
Pets under below Circumstances Can be Exempted from Isolation Quarantine.
1.Pets that from designated countries or regions, have effective electronic chips, and pass the on-field quarantine.
2.Pets that from non-designated countries or regions, have effective electronic chips and rabies antibody test reported issued by laboratories recognized by China customs ( antibody titer or immune antibody volume shall be above 0.5IU/ml), and pass on-field quarantine.
3. seeing eye dogs, listening ear dogs, and sniffer dogs that have effective electronic chips, user’s certificate, professional training certificate and pass on-field quarantine.
