New Regulations of AQSIA - Imported Milk Powder Shall Have Chinese Label Before Entering China

According to the announcement on  strengthening the management of imported infant formula milk powder by AQSIQ  , from April 1, 2014, the Chinese label shall be paste onto  the the smallest package of imported infant formula milk powder before entering China. The pasting of Chinese label in China is not allowed. Those imported infant formula milk powder bears no Chinese label, or with qualified Chinese label will be returned or destroyed as unqualified products.


The new regulation mainly targets imported infant formula milk powder via general trade method. After the implementation, the passenger - carried or individual-mailed self-use milk powder at reasonable quantity will not be affected when entering China, which means these milk power can be imported into China without Chinese label.

Inspection and Quarantine department reminds consumers that when purchasing imported milk powder in domestic shops and supermarkets, it is important to look at the Chinese label and read its content carefully. All milk powder imported via legal channel bears Chinese label on smallest selling package. The Chinese label shall indicates commodity name, net weight, ingredient, production date, expiration date, place of origin, manufacturer name, address, importer, agency company,  franchiser and so on.

Previously, not a few consumers thinks that those with foreign language label are genuine imported milk powder, which is a misunderstanding. It is believed that hidden danger like   manufacturer, place of origin, ingredient list are not clearly indicated will be solved.

In additional to Chinese Label, new regulations will be implemented on imported milk powder. For example, from May 1,2014, infant milk powder produced by overseas manufacturers that have not registered at AQSIQ are not allowed to import into China.  If counting from commodity inspection date, less then three months left before expiration date, the related infant formula milk powder is not allowed to import. It is strictly prohibited to import large package infant formula milk powder to China for sub-packing. Imported infant milk powder shall be packed in the smallest package sold to consumers.
The new regulations required the registered overseas food manufacturers mark registration number on the package of the exporting food to our country. Thus, consumers can check manufacturer qualifications, product authenticity via the registration number.
