Notes for Handling China Customs Clearance and Importation of Plastic Particles
Pastic particles are important materials for industrial production. At present, the plastic particles imported into China are classified to fresh materials, off-spec materials and reworked materials
New materials are produced by the original factory and tested as qualified, and they leave the factory after packaging.
Off-spec materials are also fresh but they are inferior goods. For example, when producing fresh materials, some batches fail to meet the requirements in certain testing subjects. These off-spec materials are not put on with label as they are not fully qualified. Still, they can be used to make products whose requirements for materials are not very high.
Reworked materials are plastic particles reworked from recycled disused plastic products or leftover materials and defective materials via relevant rework process which involves with added plasticizers an
d enhancers.
A lot of Chinese plastic enterprises set up factories in Vietnam, Thailand, Malaysia and other southeast countries. They produce reworked plastic particles there and import them into China for sales. The labor costs in southeast countries are much lower than those of China now. What is more, China has tariff preference agreement with ASEAN countries, which means most plastic particles imported from ASEAN countries can enjoy duty-free treatment. In a word, the Chinese plastic enterprises are trying to make good use of the above two mentioned advantages.
The import flow of plastic particles is same as other general goods, involving D/O exchange, customs declaration, tax payment, inspection (sampling test) and customs release. The required documents are quite simple, including sales contract, invoice, packing list and bill of lading.
The inspection rate for fresh materials is quite low, while off-spec materials will sometimes be randomly inspection. But the inspection rate for reworked materials is very high. It is quite common that reworked materials are monitored and inspected directly so as to identify if they are solid wastes.
The required documents for handling China customs clearance for reworked plastic particles are same fresh materials and off-spec materials. There are no any special requirements. Only the declared name and source of base materials will be different.
Notes for Handling China Import Customs Declaration of Reworked Plastic Particles.
1.Imported reworked plastic particles shall be unified in model, specifications and packing as requested by China customs.
2.The source of base materials must be clearly declared. The ingredient percentages must be accurate to avoid wrong HS code used in declaration.
3.When solid waste is a sensitive issue during the importation, the declared price is a point that China customs will pay special attention to. Freight charges shall not be missed when declare to customs.
4.When the reworked plastic particles contained dangerous ingredient(s), the Identification Report for Class of Dangerous Goods shall be provided.
5.Products that can enjoy tariff preference or that involves with anti-dumping tax shall provide certificate of origin.
China has its own national standards for reworked plastic particles. Those not up to the standards will be easily determined as solid wastes by China customs. When the particles are determined as solid wastes, the importer might face fines or criminal penalty (if serious) and the shipment will be returned. It is suggested to send samples for testing before importation to ensure smooth customs clearance in China.
