Recently, Shenzhen CIQ Qianhaiwan Bonded Zone Office returned a batch of a shipment of new-mixed-old equipment from India, with a total value of 254,300 USDs. This was the first time that Qianhan returned imported equipment.
This batch of imported equipment sets was declared as brand-new tea-leaf processing line, including twelve machines, such as green leaf screening machine, continuous fermentation machine ,CTC cutting machine, and dryer. When conducting entry inspection, Qianhai officials found that these machines corroded, were repeated, had worn spare parts, aging plastic parts. It was very obvious that the machines had been used and refurbished. Qianhai office thus judged they are new-mixed-old equipment sets, and informed the inspection result to consignee in time, and decided to return this shipment.
Imported used mechanical and electronic products are important yet sensitive products that involving safety, hygiene, environmental protection, and energy consumption. It is required to handle registration at CIQ before importing this kind of products. For those high value and high-risk imported used mechanical and electronic products that are related to personal and property safety, health and environmental protection projects shall do pre-shipment inspection according to the relevant State regulations. In the supervision, CIQ finds that not a few enterprises declared old equipments as new equipments, and some of them are even trying to import pollution intensive, high hazard used mechanical and electronic products, so as to seek for illegitimate benefits, which not only pollutes domestic environment, brings harms to life and health of human kind, animals and plants, and production safety, but also disturb the normal order of market.
As Qianhai bonded zone has bonded functions inside the territory while outside customs, the imported mechanical and electronic products keep increasing. Qianhai office will further strengthen the inspection and quarantine job on imported mechanical and electronic products
